Meet The Team

David R. Leng, CPCU, CIC, CBWA, CWCA, MWCA, CRM

​

David is the Chief Risk Officer and Executive Partner of the Duncan Financial Group, a Faculty Member of the Institute of WorkComp Professionals, and author of the Amazon #1 International Best Business Books - The Laws of Insurance Attraction, Insured to Fail, and Turning Premiums Into Profits, as well as Stop Being Frustrated & Overcharged Year After Year (By Your Workers’ Compensation Program). David is a 30 year veteran of the Risk Management and Insurance industry. He is regarded as one of the brightest minds in the industry due to his unique Risk Profile Improvement Process, which identifies, controls and reduces the risk factors inherent in any business that drive costs to an organization’s bottom line and hinders employee productivity. Since 2004, David has saved his clients well over $60,000,000 in premiums and overcharges.

David was awarded the Advisor of the Year for 2008 by the Institute of WorkComp Professionals and is a frequent contributor to Dynamic Business, Environmental Health & Safety magazines, and has been published in several other periodicals and association newsletters.

 

David, who has 30 years experience specializing in Risk management and Workers’ Compensation, is an alumnus of Penn State where he received a Bachelor of Science in Insurance and Risk Management. His professional designations include Certified Insurance Counselor (CIC), Certified Risk Manager (CRM) and Charter Property Casualty Underwriter (CPCU), Certified Benefits & Wellness Advisor (CBWA), and he’s been designated a Master Certified WorkComp Advisor (MWCA) and Certified WorkComp Advisor (CWCA) by the Institute of WorkComp Professionals.

 

David is also Co-Founder of Keystone CompControl, the nation’s largest single network of Workers’ Compensation specialists, and is one of only 14 nationwide Level-5 Advisors of the Institute of WorkComp Professionals.  He has spoken nationally for the Hardwood Manufacturers Association as well as The Wood Products Manufacturing Association.

 

David is a frequent speaker for the Westmoreland HR Association, the National Workers’ Compensation Symposium, PA Society of Public Accountants, SMC Business Councils, as well as other organizations; and was added to the faculty of the Institute of WorkComp Professionals in 2012.

 

David spends his leisure time boating in the summer and skiing in the winter with his wife, Lynn, and their two children, Alizabeth and Luke. David and Lynn are active members of Emmaus and Autism Speaks, organizations that help support individuals with special needs, including their son Luke, who was diagnosed with Autism at the age of 18 months. David’s hobbies include woodworking and ice hockey, as well as donating considerable time to his local high school by helping to design and build sets for their musical productions.

John M. Duncan, Jr, CIC, CWCA

As President for the past 15 years, John oversees the operation of the company with the sole mission of assuring that his clients receive the gold-level of service they have come to expect from the Duncan Insurance Group.

​

A graduate of Indiana University of PA, where he earned his degree in Business Management, John also takes his civic responsibility seriously as he now serves as President of Norwin Public Library Board and a Board member of Norwin Chamber of Commerce.

 

Ask John Duncan to describe himself and he’ll not hesitate to tell you he is both logical and competitive, with a firm belief that contrary to a popular notion within the insurance industry, “cheapest is not always the least expensive.”

 

It’s also no coincidence that John’s personal philosophy parallels that of the company– Do it right!

Michael G. Lukart, CSP, CWCA

​

Michael is President of East Coast Risk Management, LLC. Along with his team, he provides risk management consulting services to more than 150 companies in the Commonwealth of Pennsylvania as well as NJ, MD, OH, NC and WV. He has more than 25 years experience in the safety/risk management arena with organizations ranging from small/medium firms to large, complex multinational corporations. He holds the Certified Safety Professional (CSP) and Certified Workers Compensation Advisor (CWCA) designations.

 

Prior to forming East Coast Risk Management, Michael held the position of Director, Safety, Health and Environmental Management for a large multinational corporation where he oversaw a staff of professionals responsible for more than 35 facilities in eight countries. He was directly responsible for the safety, health and workers’ compensation programs as well as all environmental and safety compliance efforts. He also oversaw the environmental due diligence efforts of the corporation during more than twelve manufacturing facility acquisitions and divestitures as well as corporate mergers.

 

Michael received his BS degree in Industrial Safety Sciences from Indiana University of PA and is actively involved in a number of professional societies and business groups. He resides in North Huntingdon, PA with his wife Cindy and their two children Tyler & Erika

Mark Beck, CSP, CWCA

​

Mark has over 32 years of safety, workers’ compensation and human resource experience in a variety of industries. Mark graduated in 1980 from Indiana University of Pennsylvania (IUP) with a BS in Safety Engineering, then went on to get his Masters in Safety from the same University. Mark also received a second Masters degree in Public Management with a concentration in Human Resources and Health Care Administration from Carnegie Mellon University.

 

Mark began his employment in 1980 as Director of Corporate Safety for the PDM Corporation. For fifteen years, Mark was the Senior Director of Risk Management for Allegheny Health Education and Research Foundation, one of the largest non-profit hospital systems in the United States. While with AHERF, Mark managed a self insured and self-administered workers’ compensation program. Mark then worked as a Vice President for the Frank Gates Corporation; a workers’ compensation claims administrator, and finally District Manager for CorVel Corporation before coming to East Coast Risk Management. Mark also holds designations as a Certified Safety Professional (CSP) and a Certified Workers Compensation Analyst (CWCA). Mark has a diverse background with a concentration in Safety, Workers Compensation Claim Management, Information Systems, and Human Resources.

Renee L. Mielnicki, Esq.

​

Renee  graduated cum laude with a Bachelor of Arts Degree in Political Science from the University of Pittsburgh and went on to earn a Juris Doctor degree from Duquesne University School of Law. She began her career at the law firm of Seewald, Mielnicki & Petro in 2001 where she practiced primarily in the areas of administrative, civil and criminal litigation. She then went on to serve the Allegheny County Housing Authority as its Associate General Counsel from 2007 to 2013.

​

Her role with the Housing Authority was diverse, but included contractual work, policy drafting, union issues and grievances and a wide range of human resource related issues. Renee joined East Coast Risk Management in October 2013 as its General Counsel/Employment Law Consultant where she then began to focus exclusively on human resource and employment related issues.

 

Renee works closely with our clients to provide expert consultation and Human Resources services including legal review or development of policies, procedures and employment-related contracts, training employees or supervisors on any HR-related subjects, guidance or representation at unemployment or EEOC proceedings, consulting and participating in sensitive terminations, and much more.

Michael Kuiros, CWCA

Michael is a Senior Safety Consultant with East Coast Risk Management. Michael earned his bachelor’s degree in Safety Management from Slippery Rock University of Pennsylvania (SRU.)

​

Prior to joining the East Coast team, Michael worked as a Safety Intern for Allegheny General Hospital located in Pittsburgh, PA. While at Allegheny General Hospital, Michael worked closely with employees and administrators in the many aspects of Safety that a hospital is dealt with from a day to day basis. At ECRM, Michael  works closely with clients providing Safety Services tailored to their needs, with an emphasis on DOT Fleet Safety & Compliance.

John Schuster, CWCA

 

John serves as a Senior Safety Consultant out of East Coast Risk Management’s North Huntingdon, PA office. John earned a bachelor’s of science degree in Safety and Environmental Management from Slippery Rock University of Pennsylvania in 2010.

​

Prior to joining East Coast Risk Management, John was employed as a Safety Coordinator with the Joseph B. Fay Construction Company. His duties included: performing safety audits, developing safety and health plans, completing employee training, and identifying root causes/ preventative measures. John also spent some time as the Safety Manager for Flowline Industries in New Castle, PA. He also acted as one of the primary safety and security personnel while holding the role of Clinical Manager at George Junior Republic’s 500 plus acre campus located in Grove City, PA.

 

John’s previous employment opportunities have provided him with experience in: construction, transportation, manufacturing, workers’ compensation and claims management.

Cristy Tokay, CWCA

 

Christy came to ECRM from PMA Insurance Group where she was employed as a multi-jurisdictional adjuster responsible for managing lost time workers’ compensation claims for both self-insured, and insurance clients. As part of her eight year career with PMA she maintained a high level of customer satisfaction with frequent on-site consultations and claim reviews.

​

In addition, she continued to grow her knowledge by evaluating and applying new case law as it emerged. In addition, she determined and pursued subrogation potential, evaluated and adjusted reserves through the life of a claim, and implemented medical, litigation and disability action plans to obtain favorable outcomes. She received her B.A. with a dual major in Business Management and Human Resource Management from Carlow University.

Angel Ranallo, CWCA

 

Angel is ECRM’s ‘front-line’ claim specialist. Angel is usually our clients’ first point of contact when a work-related injury occurs. Here is where the crucial early-intervention and control of a workers’ compensation claim begins. Angel is responsible for incident investigation, directing patient care, managing the medical treatment, and coordinating early return-to-work. Angel follows the progress of an injured employee’s recovery, until a full duty work release and discharge from care are obtained.

​

Angel has both an Associate Degree in Business and in Medical Assistance. She came to ECRM with fourteen years experience as a workers’ compensation case manager. Angel has worked for both Healthsouth and Highmark, in their Medical Consulting division. As a result, Angel now has excellent relationships with workers’ comp physicians in western Pennsylvania.

 

ECRM clients have come to trust and depend on Angel for pro-active assistance and advice from the very outset of a workers’ compensation claim.
